Yes, you can get a second card if you are ready to pay it off accurately. You can apply for a fair credit card of any bank, but be sure you are content with its terms and charges, and you are eligible for this card.

If you are US resident, you are free to apply for one of bad/no credit cards, but the thing is that such cards have low credit limit and the amount you want to lend will not be available. So you can either try to apply to a credit union, or build your credit history first.
